In May 2010, following the devastation of typhoons Ondoy and Pepeng, the Philippine Disaster Risk Reduction and Management Act (RA 101211) was signed to reformat the former National Disaster Coordinating Council (NDCC) to the present National Disaster Risk Reduction and Management Council (NDRRMC).
Republic Act 10121 or the Philippine Disaster and Risk Reduction Management Act of 2010 provides for the calamity fund to be used in support of disaster risk reduction or mitigation, prevention, and preparedness activities for the potential occurrence of disasters and not just for response, relief, and rehabilitation efforts. Local governments are to set aside at least 5% of their estimated revenue from regular sources for their disaster management councils.
The Act shifted the policy environment and the way the country deals with disasters from mere response to preparedness. RA 10121 provides a comprehensive, all-hazard, multi-sectoral, inter-agency, and community-based approach to disaster risk management through the formulation of the National Disaster Risk Management Framework.
Response to Day to Day Emergencies for Communities (RDEC), a unique Batiti Ground training, is an emergency first response training that will equip frontliners of local government units to respond to day to day emergencies that occur on their respective communities. It is a 3-day training with drill to assess the learning of the participants. The training will also include American Heart Association Heartsaver Course (with card). This training will enable our frontliners to respond to the unconscious and perform Cardiopulmonary Resuscitation.
Objectives:
- To identify the day-to-day emergencies and their respective approach to each case scenario.
- To capacitate the front liners with proper method to conduct Cardiopulmonary Resuscitation.
- To provide standardized approach in case management and understand when to escalate.
